12月11日上午，中国加入世界贸易组织10周年高层论坛在人民大会堂举行。国家主席胡锦涛出席并发表重要讲话。胡锦涛在讲话中指出，10年前的今天，中国正式成为世界贸易组织成员。这是中国改革开放进程中的一件大事，标志着中国对外开放进入了历史新阶段。实践证明，中国加入世界贸易组织，扩大对外开放，惠及13亿中国人民，也惠及各国人民；中国的发展是和平的发展、开放的发展、合作的发展、共赢的发展，向世界展示了中国这个东方文明古国的勃勃生机和巨大潜力。(12月12日《人民日报》)
回首中国入世这十年，全球贸易额大幅增长，全球居民广泛受益，“共赢”成为概括中国入世十年来最为重要的词汇。世贸组织总干事帕斯卡尔·拉米日前在世贸组织总部日内瓦给中国入世的评价是，“中国加入世贸组织，给世贸组织带来了积极影响，给世界贸易带来了巨大变化”。
2001年11月，世贸组织于在卡塔尔首都多哈举行第4次部长级会议，会议就中国入世进行表决。11月10日，会议审议通过中国加入世贸组织的决定。11月11日，中国政府代表签署入世协定书。12月11日，中国正式加入世界贸易组织。
据海关总署最新数据显示，今年1至11月，中国外贸进出口总值33096.2亿美元，比去年同期增长23.6%，外贸进出口总值创历史新高。这十年间，中国国民生产总值增长超过2倍，GDP年增长率平均逾10%，中国在全球经济的排名迅速上升，已成长为全球第二大经济体，成为世界上的第一大出口国、第二大进口国。其中，中国出口增长了4.9倍，进口增长了4.7倍。经济实惠的“中国制造”，成了世界各国的抢手货。今年前10个月，中国进口增幅超过了出口，中国进口的商品，给一些国家带来新的商机，带动了经济发展和创造就业。
这一组数字说明：
一、中国关税总水平由15.3%降至9.8%，达到并超过了世界贸易组织对发展中国家的要求；
二、中国服务贸易开放部门达到100个，接近发达国家水平；
三、中央政府共清理法律法规和部门规章2300多件，地方政府共清理19万多件。中国的经贸环境得到了净化和提高；
四、中国货物贸易额全球排名由第6位上升到第2位，其中出口额跃居第1位，累计吸收外商直接投资7595亿美元，居发展中国家首位，对外直接投资年均增长40%以上，2010年达到688亿美元、居世界第5位。中国成为世界第二大经济体与入世密切相关。
我们看到，入世10年来，中国积极承担国际责任，努力推动各国共同发展。10年来，我们高举自由贸易旗帜，反对各种形式的保护主义，推动建立公平、合理、非歧视的国际贸易体系；10年来，我们积极推动建立更加平等、更加均衡的新型全球发展伙伴关系，加强南北对话和南南合作，加大对外援助力度；10年来，累计对外提供各类援款1700多亿元人民币，免除50个重债穷国和最不发达国家近300亿元人民币到期债务，承诺对同中国建交的最不发达国家97%的税目的产品给予零关税待遇，为173个发展中国家和13个地区性国际组织培训各类人员6万多名，增强了受援国自主发展的能力。
可以说，入世十年，我们获益匪浅，面向未来，我们更是信心百倍。就像胡锦涛主席在讲话中所说的，“我们坚信，一个改革开放的中国，一个繁荣发展的中国，一个和谐稳定的中国，必将为人类作出新的更大的贡献”。(赵虎启)
