研究部署加快发展我国下一代互联网产业
国务院总理温家宝23日主持召开国务院常务会议，研究部署加快发展我国下一代互联网产业。
会议指出，抓住新形势下技术变革和产业发展的历史机遇，在现有互联网基础上进行创新，发展地址资源足够丰富、先进节能、安全可信，具有良好可扩展性和成熟商业模式的下一代互联网，对于加强信息化建设，全面提高我国互联网产业发展水平，具有重要意义。目前，全球互联网根域名服务器已实现对国际互联网协议第6版的支持。我国已在基于国际互联网协议第6版的下一代互联网基础理论研究、关键技术研发及设备产业化、技术试验、应用示范、安全保障、标准制定、人才培养等方面取得了阶段性进展，后续规模化商用和发展已具备良好基础。
会议明确了今后一个时期我国发展下一代互联网的路线图和主要目标。2013年年底前，开展国际互联网协议第6版网络小规模商用试点，形成成熟的商业模式和技术演进路线；2014年至2015年，开展大规模部署和商用，实现国际互联网协议第4版与第6版主流业务互通。在此过程中，形成一批具有较强国际影响力的下一代互联网研究机构和骨干企业，全面增强互联网产业对消费、投资、出口和就业的拉动作用，增强对信息产业、高技术服务业、经济社会发展的辐射带动作用。
会议确定了以下重点任务：（一）加强资源共建共享，建设宽带、融合、安全、泛在的下一代国家信息基础设施，推动网站系统升级改造。（二）重点研发下一代互联网关键芯片、设备、软件和系统，加快产业化及现网装备。（三）推动下一代互联网商用进程，促进新型业务研发、现网试验和在线应用。建设基于国际互联网协议第6版的三网融合基础业务平台，加快发展融合类业务应用。支持物联网、云计算、移动互联网发展。（四）加强网络与信息安全保障，强化网络地址及域名系统的规划和管理，全面提升下一代互联网安全性和可信性。（五）完善技术和产业标准体系，加强关键理论和核心技术研究。
会议要求加强部门间协调配合，建立健全推进产业发展的体制机制。通过加大财政投入，引导和鼓励社会资金投入。鼓励产学研结合，提升创新能力。加强知识产权保护，优化市场环境。深化国际合作，用好国际优势资源。
会议还研究了其他事项。
