联合国安理会相关人士22日向共同社透露，朝鲜要求安理会为金正日默哀的要求已遭到拒绝。上述人士称，12月主席国俄罗斯做出了拒绝默哀的决定。

安理会曾谴责朝鲜实施2次核试验，并通过了要求朝鲜弃核的制裁决议，但朝鲜未接受这一决议，因此安理会认为进行默哀不合适.

新华网联合国12月22日电（记者白洁　危玮）第66届联合国大会22日在举行全会前，依照惯例为已故朝鲜最高领导人金正日举行默哀仪式。

联大当天下午3时举行第91次全体会议，听取第二委员会报告。会前，联大主席纳赛尔说：“按照现行做法，我很悲哀地履行我的义务，向已故朝鲜劳动党总书记、国防委员会委员长、朝鲜人民军最高司令官金正日表示哀悼。我请求朝鲜民主主义人民共和国常驻联合国代表向朝鲜民主主义人民共和国政府和人民转达我们的悼唁。请允许我请求各国代表起立默哀一分钟，向已故的朝鲜领导人表示哀悼。”

朝鲜常驻联合国代表申善昊等出席了默哀仪式。

此前，纳赛尔表示，联大收到了朝鲜常驻联合国代表团为金正日默哀的请求，默哀仪式基于联大的议事程序、先例和外交礼仪。

据悉，朝鲜代表团也向安理会同时递交了为金正日举行默哀仪式的请求，但截至目前安理会并未就此做出安排。
