湖南上访村官浮尸江上 家属指县政府内被殴死抛尸

10月30日以来，一则题为“湖南新化一上访村官惨死县政府大楼，深夜被抛尸资江”的帖子在网上风传。发帖人游飞称，6月8日，其父游济安（新化县游家镇佛光村党支部书记）前往县政府找领导反映问题后失踪。5天后，他的遗体在资江下游被找到。家属怀疑其在县政府大楼内被人殴打致死并被抛尸。昨天，新化县委办公室对此作出回应，称游济安系生前溺水窒息死亡。

缘起

赴县政府反映问题凌晨被保安拖出

据家属介绍，52岁的游济安曾在县电力局工作，后因计划生育手术后遗症致残，并被单位解聘，为恢复工作并增加治疗费，游济安曾多次上访。回到村里后，游济安长期担任村官，今年6月当选佛光村党支部书记。6月8日一早，他开车出门，不料一去不返。

新化县委办公室在关于此事的“情况说明”中称，监控录像显示，6月8日下午3点，游济安驾车进入县政府院内上访。因为没有找到他要找的领导，游济安一直待在县政府办公大楼四楼不肯离开。其间，多名县委办公室工作人员做了解释说明和劝返工作，但他一直拒绝离开，声称“没找到领导就不回去”。晚上10点多，县委办公室工作人员和游家镇政府取得联系，要求对方派员前来劝返。晚上10点50分，游家镇东岭管区主任曾湘文前来劝导，但游济安躺在地上不听劝解。次日凌晨1点10分，机关保安与游家镇政府取得联系，商定由保安租用一辆长城越野车将游济安送往游家镇政府。“由于游济安躺在地上不动，不肯上车，保安只好将其抬上车子的尾座。”

游济安之子游飞昨天在接受本报记者电话采访时表示，因警方拒绝让他们调看县政府大楼内部监控录像，当天下午父亲找过哪些人，在长达10个小时的时间里究竟发生了什么，他们不得而知。事发后，警方让他们看过一段拍摄于县政府大楼后门的监控录像。这段监控录像显示：9日凌晨零点46分，县政府大楼后面的电梯门打开，6名保安走出电梯，然后看到电梯里躺着一个人，这人就是游济安。“他躺在地上一动不动，接着4名保安有的拖手有的拖脚，将他从电梯里拖出来。”随后，他们向左拐进一个黑暗的角落，脱离监控画面。十几分钟后，这些人再次出现在监控画面中，两名保安打开一辆越野车的后备厢，另外4名保安将游济安扔进后备厢，驾车离去。

游飞强调，整个过程没见父亲动弹一下，他们怀疑父亲此时已经死亡。“办案警官说当时我父亲根本没事，一动不动是在装死。”游飞说,父亲乃习武之人，且个性很强，如果不是丧失行动能力，他不可能任人摆布，更不可能“装死”。
