10月2日凌晨2时，电报发到了东北高岗和邓华处，要中央人民政府副主席、东北人民政府主席高岗见电立即进京，请十三兵团司令邓华令边防军提前结束准备工作，随时待命出动。就在一小时前，中国方面得到情报:美军不顾中国的警告，已经大举越过了三八线。
在再作商议之前，毛泽东和周恩来又作过交谈，看来不赞成出兵的领导同志占多数，他们的担心也不无道理。有的同志情绪颇为激动：“连苏联都不敢直接参战，我们出兵？”毛泽东对周恩来说：“他们一千条道理，一万条道理，驳不倒我们的一条道理：我们和朝鲜都是共产党领导下的社会主义国家，我们不能在一旁看着敌人把朝鲜灭亡了。唇亡齿寒嘛，怎能见死不救呢？另外，为了我们自己的建设也要出兵。”他和周恩来商量了多次，最后定下一个基调：抗美援朝，保家卫国。
高岗是在当日午后匆匆抵京的。下午3时左右，毛泽东、周恩来及朱德、刘少奇、高岗和代总长聂荣臻等，重新来到颐年堂开会。毛泽东将一封信拿给高岗：“这是金日成首相来的急件，我们都看了，你看一看。”
当高岗从信件上抬起脸，把目光转向毛泽东时，毛泽东从沙发上直起腰，简明扼要地说：“朝鲜的形势已如此严重，现在不是出兵不出兵的问题，而是马上就要出兵，早一天和晚一天出兵对整个战局极为重要。”他见高岗不响，又提高嗓门说道：“不是我毛泽东好战，问题是美国已经打到我们的国境线上了，不打怎么办？今天先讨论两个迫切的问题，一是出兵时间，二是谁来挂帅。”
周恩来没有急于发言，他想先听听从东北来的高岗的意见。
毛泽东谈了自己的意见：“挂帅人选原先不是考虑派粟裕同志吗，粟裕病了，正在青岛休养。前些天他托罗瑞卿来信来，谈到他的病情仍很重，我回信劝他安心休养吧。后来由于美军和其他帮凶国家的军队大批进入南朝鲜，飞机、坦克大量增加，形势越来越严重，我们出兵援朝已不是几个军就能够解决问题的，可能各个野战军将来都要参战。根据这一变化，常委几个同志又考虑派林彪同志来挂帅，林彪同志是不赞成出兵的。”常委会上，林彪认为国内战争刚刚结束，各方面都未就绪，而且面对的敌人是最大的工业强国美国，他看过一些资料，而且记得很清楚：美国军队装备高度现代化，一个军就有各种火炮1500门，而我们一个军只有36门。美军有强大的空军和海军舰艇，而我们的海、空军刚刚开始组建，天上没有飞机，海里没有军舰，在敌我装备如此悬殊的情况下，如若贸然出兵，严重后果不堪设想……后来当毛泽东希望由林彪挂帅领兵时，林彪表示说每晚失眠，身体虚弱多病，怕风怕光怕声音，毛泽东打趣地说道：“有这三怕怎么率兵打仗呢。”据聂荣臻回忆：林彪是反对出兵朝鲜的。毛泽东同志原先决定让林彪去朝鲜指挥志愿军，可他害怕，托词有病，硬是不肯去。奇怪得很，过去我们在一起共事，还没有看到他怕死到这个程度。（《聂荣臻回忆录》）
