人民时评：“乌坎转机”提示我们什么
把握了群众利益的诉求点，也就把握了问题解决的关键点
广东陆丰乌坎事件近日迎来转机。以广东省委副书记为组长、包括数名厅级干部的省工作组21日进驻陆丰，倾听民众诉求。省委书记“必须直面和解决好这些矛盾和问题”的重要批示，工作组“民意为重、群众为先、以人为本、阳光透明、法律为上”的真诚表态，让一度情绪激烈的当地村民趋于平和。
从乌坎事件来看，村民的诉求点在利益，转折点也在利益。今年9月以来，部分村民之所以频频上访，源于对村干部处置土地、财务、换届等问题的不满。如果能及时抓住利益诉求点，事发前认真倾听、公正评判、果断解决，就不会小事拖大、层层升级，演变成群体性冲突，乌坎事件也就会呈现不同走向。如今的峰回路转，正在于省工作组充分肯定“群众的主要诉求是合理的”。这表明，在面对具体矛盾冲突时，把握了群众利益的诉求点，也就把握了问题解决的关键点。
今天的中国，正处于社会转型期，经济社会在不断前行中不可避免地积累了一些矛盾，利益主体多元化、利益诉求多样化、利益冲突显性化。广东作为改革开放的先行地，经济发展快，开放程度高，社会转型快，流动人口多，社会管理压力大，社会矛盾早发多发，出现的问题既具有典型性，又具有警示性。直接诱发乌坎事件的土地问题，在全国其他地方也不鲜见，这些问题交织着个别利益和公共利益、短期利益和长远利益，使“偶然性”冲突背后存在着“必然性”动因。
有利益博弈并不可怕。有了这样的博弈，才能更好地平衡利益、协调关系，让整个社会处于动态稳定之中。群众固然不能“有诉求就过激，一过激就违法”，再合理的诉求也要在法律框架下解决，基层政府也不能把本属正常的诉求表达，用“堵”和“压”使之演变成过激对抗。在乌坎事件中，基层政府最初失误正在于，没有正视村民合理的利益诉求，让理性的上访升级为过激的行动。省工作组以“最大决心、最大诚意、最大努力”解决群众合理诉求的坚定承诺，化解了激烈的情绪，为问题的彻底解决，为当地的稳定和谐，创造了基本条件。这种有错即纠的政治勇气，体现了我们党一以贯之的宗旨：对群众利益负责，就是对党的事业负责。
回顾近年来的诸多群体性事件，究其实质，大多源于群众利益诉求得不到纾解和满足。这提示我们，面对群众的利益诉求甚至是矛盾冲突，地方政府要有高度的大局意识。一方面，要看到“群众利益是发展的最终目的”，“着力解决好人民最关心最直接最现实的利益问题”是最大的政治；另一方面，要扫除面对群众的“对手思维”，真正像中央领导同志要求的，把解决群众利益问题[“作为检验干部群众观念、宗旨意识、领导能力的试金石”。]
实际上，社会管理得好不好，不在于是否存在矛盾冲突，而在于能否很好地容纳和化解矛盾冲突。在法治这个核心原则之下，如何公正利益分配？如何畅通利益表达？如何保障利益救济？回答好这些问题，矛盾冲突才会如渠中之水，有来处有去处，不至于阻塞汹涌。
列宁曾说，利益触动每个人的神经。“乌坎转机”告诉我们，要减少社会矛盾的触点、降低燃点，必须将社会管理摆在更重要的位置，解决好群众利益问题。（张铁）

广东省工作组进乌坎村调查 村民拆路障打横幅欢迎

村民20日晚自拆路障，省工作组21日进村调查
21日下午，广东省工作组村干部违纪问题专项调查组进入乌坎村，村民代表几十人积极向工作组反映问题。村民告诉记者，20日晚他们听了朱明国的讲话后，已自行把设置了十来天的村口所有路障拆除。记者在村里的路边发现一红色横幅，上写“热烈欢迎省工作组进驻我村开展工作”。
村民向省工作组反映了乌坎村换届选举、土地买卖、村务公开等问题，矛头直指原来的村两委干部。村民说，他们非常欢迎省工作组进村开展调查工作，并表示他们会全力配合省工作组进行调查，并希望省工作组能够让他们公开公平公正地投票选举村两委，查处涉及违法违规有腐败行为的干部，并向村民公开乌坎村自1992年至2011年的账务收支明细表，等等。
村民告诉记者，20日他们听了朱明国副书记的讲话后，就吃了定心丸，自行拆了路障（从11月10日开设）。当记者问朱明国哪些话让他们吃了定心丸，村民有的拿出一张A4纸，有的打开手机短信递给记者，里面将20日朱明国代表省委在陆丰市干部群众大会的讲话归纳为五条，如“村民的主要诉求是合理的”，“村民的过激行为是可以理解的”等等，每条一句话，简单明了。
省工作组对村民反映的事情都一一详细记录下来，并向村民询问了联系方式。工作组请村民代表转告全村乡亲，他们这一段时间会经常进村向村民了解情况，欢迎村民随时向工作组反映问题。并希望村民一定要相信党和政府，会正确及时妥善解决好村民的合理诉求。
下午五时多，调查组进入一户单亲村民家里，了解他们的家庭生活情况，并送上慰问金。
记者随调查组走了三条街巷，发现乌坎村里秩序平静，小卖部营业如常，小孩高兴地跑来跑去。在村口圆盘附近的房屋上，挂着一条十几米长的红底黄字大横幅，上面写着“热烈欢迎省工作组进驻我村开展工作”。
