大国外交注定是全方位的，也是均衡审慎的。2011年，中国稳步发展同各大国关系，维护周边地区稳定发展，巩固与发展中国家传统友谊，同各方协调合作应对全球性挑战。中国外交积极作为，保持了政策稳定性。这既是为国家发展营造良好外部环境，也体现了一个大国对世界应有的责任感。
大国外交注定要面对方方面面的挑战。2011年，中国外交并不轻松。国际形势动荡一面凸显，诸多大事、难事、急事需要应对。经济困境和战略不自信让美国频频“出手”，个别周边国家拿南海问题说事。坚定维护国家主权、安全和发展利益的同时，中国保持了足够的耐心和大度。
大国外交不会是单纯的被动应对，同样需要主动行动和积极引导。中国崛起这个“大趋势”难免引发疑虑甚至是焦虑，各国倾听中国的政策阐释，更希望借助中国“主动设置的议题”来感知未来的调整。在二十国集团等多边平台上明确变革主张，同东盟国家就落实《南海各方行为宣言》后续行动指针达成一致，在朝核、伊核等热点问题上劝和促谈……行动的效应正在显现。
不畏浮云遮望眼，只缘身在最高层。中国外交需要足够的自信。这种自信源自对世界和平发展大势的把握，源自国际力量对比相对均衡的发展方向，源自对和平发展道路的坚守。面对不断上升的风险和挑战，这种自信尤为重要。
2012年，中国外交大有可为。

目前国际事务中最大的问题是，中国在21世纪将拥有多大的影响力？预测这一不可知的未来的一个办法是，用比较学的角度审视中国的崛起。
上世纪90年代中期，中国一些专家开始把21世纪称作中国世纪。这个预测以如下观点为前提：20世纪是美国世纪，美国的霸主地位将被中国取代。
的确，随着二战结束，美国成为一个超强大国。
为避免一战后的大萧条重演，美国协助确立了双赢的国际机制，受益于美国开放市场的布雷顿森林体系帮助战后的欧洲和日本迅速重获竞争力。按某些标准衡量，苏联在军事上与美国势均力敌。与此同时，石油输出国组织（欧佩克）利用石油出口积累了巨大财富，而经合组织成员国的增长因油价冲击而减慢。
仅仅过了一代人的时间，美国就不再是超强大国。在大国政治游戏中，经济是王牌，这个世界变成了多极世界。
到60年代时，美元已过于疲软，无法支撑布雷顿森林体系。欧洲着手建立联盟。中国在70年代末进入世界市场，依靠模仿日本以及其他东亚“四小龙”的重商主义做法在这个全球增长最快的地区崛起。
