新华网北京１２月１５日电（记者刘诗平、郭信峰）中国人民银行行长周小川１５日在第九届《财经》年会上表示，进一步精确“实体经济”的概念，通过金融市场的实际活动，使金融更好地服务实体经济。
周小川说，刚刚召开的中央经济工作会议指出，要牢牢把握发展实体经济这一坚实基础。本轮国际金融危机带来很多教训，危机的产生从金融业开始，金融业发生很大问题，使人们感觉金融业拖累了实体经济。同时，在克服金融危机、争取经济复苏时，金融体系由于受危机冲击，金融业给实体经济的复苏带来的支持不够。
“实体经济的概念需要进一步精确化。”周小川说，实体经济不仅包括物质产品的生产，也包括服务业，不能认为实体经济只是物质经济。强调发展实体经济作为国民经济发展的坚实基础，需要对实体经济加以区分。
“以前讨论虚拟经济和实体经济的关系，一度简单化地理解金融就是虚拟经济，制造业或其他类别服务业是实体经济，我觉得这种理解也是不对的。”周小川说，金融业有些并非虚拟的，比如说银行贷款，企业发行债券、股票进行融资，这些就属于直接为实体经济服务的。
他同时指出，金融业有些产品基本上在金融业内循环，对实体经济作用较小，甚至成为利用非金融业专业知识不够而赚钱的工具。因此，需要对金融工具进行划分，看哪些金融工具是支持实体经济的，哪些可能会脱离实体经济；对监管来说也一样，如何支持实体经济，应区分哪些金融市场工具的发展应该支持。
周小川说，从去年开始，央行不再把每年年度新增贷款总规模当作重要指标，而是提出社会融资总规模的概念。扣除了金融部门相互之间的融资，因为相互之间很多融资易重复计算，另有一些则可能是比较复杂、脱离实体经济的，同时扣除了民间融资。另外，社会融资是多元化的，只说贷款总规模并不全面，社会融资总量包括股票融资、债券融资、保险理赔等等。
周小川表示，如何判断哪些为实体经济服务，既有概念上需要研究和讨论的内容，也有数据统计上定量以后应该怎么确定的问题。搞清楚这些问题，可以更好地知道如何通过金融市场的实际活动支持实体经济发展。
周小川同时表示，从中央银行角度把握发展实体经济这一坚实基础，是关于社会融资总规模概念的建立和逐步完善，同时在其他方面争取做更多事情予以落实。
