“文化引领时代风气之先，是最需要创新的领域”。党的十七届六中全会吹响了文化兴国的进军号角，解放文化生产力，推进文化创新创造，构建与经济“硬实力”相协调、相促进的文化“软实力”，成为各地积极思考和探索的重要课题。
当前我国正处于重大的社会转型期，人们思想活动的独立性、多样性、选择性日趋增强，体制、利益的调整以及各种思想的碰撞带来矛盾和冲突，社会主体之间的关系变得日益复杂。越是在思想多元的背景下，文化整合凝聚、规范认同的作用就愈加凸显；越是在物质满足的语境中，构建符合当代国人生存状态和精神需求的文化就更加迫切。
说到文化，不少人认为会唱两首歌，背两首诗，说几段排比句，就很有文化，这只是浅尝辄止。即便是身怀绝艺的歌唱家、书画家，如果言行粗俗，道德低下，也只能是有体无魂，人们照样说你没文化。文化强弱不是以具体的文化样式而论，而是全方位深度的表现。那种“假古董吃香、真文物遭殃”的怪相，那些哗众取宠、过度包装的作品，是异化了的文化。
文化的根本功能是提升人的精神境界，为社会生活提供意义系统和价值系统，使人不仅在物质生活上，而且在知识、道德、审美各个方面得到全面发展。“以文化人”方能致远。同样的话题你讲的巧，同质的工作你做的精，同行的关系你处的好，大家就会从内心里敬佩你……实际上，这种由文化所彰显的软实力，与中国传统思想中的“王道”一脉相承，具有一种安近来远的力量。
“物质文明的快速发展，呼唤精神文明疾步赶上。”这些年来，从文化立省到书香城市再到农家书屋，这种文化自觉、自信和自强的局面让人倍感振奋。与此同时，某些因文化失调而导致的发展误区也令人警思：一些地方不管基本史实竞相争抢名人、建庙造神，把保护传统文化变成了“祖先争夺”；有的地方则不顾客观条件搞大活动大景观大园区，将文化建设异化为“土木工程”。这种种现象说轻了是没文化，说重了就是害文化。
文化建设必须遵循文化发展规律，不是大干快上，一夜成名，需要长期涵养、积淀。就一个城市而言，在同等条件下，应该从区域和谐稳定看文化的社会调理功效，从经济发展质量、生态文明建设成效看文化的底蕴根基表现，从文化创新能力看文化的精神气象格局，从人民群众满意度和安居乐业看文化的为民惠民成果。同样，一个国家的文化发展水平，也要以民风和不和、民心齐不齐、创新成果多不多、幸福指数高不高等一系列指标去衡量。
