　　全球市场形势严峻 国内经济矛盾纠结

　　稳增长列为明年首要任务

　　中央经济工作会议认为，推动明年经济社会发展，要突出把握好稳中求进的工作总基调。对此，我们应该怎么理解？在明年的政策中又应该如何把握？记者就此采访了业内人士。

　　在“稳”的基础上求“进”

　　中国社会科学院世界经济与政治研究所研究员沈骥如对本报记者分析说，在即将过去的一年，我国经济的宏观调控取得了明显的成效，经济继续高速增长。但是，我们也要清醒地看到，当前我国经济发展中不平衡、不协调、不可持续的矛盾和问题仍很突出，经济增长速度下行的压力和物价上涨的压力并存，部分企业特别是一些中小企业和微小企业生产经营困难，节能减排形势严峻，金融领域也存在一些不容忽视的潜在风险，经济还没有走上可持续发展的轨道。同时，今年以来，世界经济增长放缓，国际贸易增速回落，国际金融市场剧烈动荡，各类风险明显增多。他说，明年，世界经济形势总体上仍将十分严峻复杂，世界经济复苏的不稳定性和不确定性上升。国内外复杂的经济形势，大大增加了我国宏观经济调控的难度。因此，明年的宏观经济工作的主基调是“稳中求进”。

　　“进”是要求有质量的增长

　　沈骥如表示，明年要“稳”字当头，确保我国经济保持稳定的增长。在“稳”字当头的同时，我们还要“进”，就是要继续抓住和用好我国发展的重要战略机遇期，在转变经济发展方式上取得新进展，在深化改革开放上取得新突破，在改善民生上取得新成效。

　　“'稳’，包括多层含义，如要稳大局，要协调国际国内格局不变；要稳政策，保持积极的财政政策和稳健的货币政策不变；要稳增长，要保持稳定增长的格局，使经济不大起大落等众多方面。总之是要使中国经济的长远预期稳定，要把眼前利益与长远利益结合起来，不要简单纠结于涨与落之间。”

　　国家信息中心预测部副研究员张茉楠对本报记者说，“同样，'进’字也需要正确理解，是'进’而不是'涨’，这就需要有突破性的、有质量的增长。”

　　防止经济大起大落

　　那么，怎样才能稳中求进呢？

　　“要实现'稳’，就是要保持宏观经济政策基本稳定，防止经济大起大落，保持经济平稳较快发展，保持物价总水平基本稳定，坚持房地产调控政策不动摇，保持社会大局稳定。”沈骥如说，“而'进’的核心就是要提高我国GDP的质量和经济的可持续发展能力，这就要加快转变经济发展方式，改变各级政府的业绩观念，改变盲目追求高GDP的错误倾向。经济发展的最终目的是要改善民生，要加快经济结构的调整，缩小收入分配差距，加强和创新社会管理。”
