good evening. Even in this bad economy with so many folks out of work. If you have any money at all connected with the stock market dairy is a good chance you made money. Today, the market was at Bay. The Dow was up almost 500 points Nasdaq and S&P also up today and coming off some pretty good shopping numbers over these past few days. Some folks are wondering what this means that if there's anything larger at work here CNBC's Sue Herrera starts us off tonight from CNBC global headquarters so soon. That's the question, what is at work here.

Basically, you're right. Brian. We have had better economic news lately. But what really sent Wall Street soaring today was that central banks from around the world through an economic life line, if you will, to Europe's troubled banks Wall Street has been very worried that all the debt problems that have been unfolding. If you will, over the past year or so in Europe would spread here to the US, and what the central banks did was they made it extraordinarily cheap for those banks who meet to get extra cash they can now get it and borrow it from banks around the world for a very minimal sum it basically buys those banks some time to get their economic house in order.

So is this by any chance, larger good news for the folks watching tonight, whose investments or perhaps retirement accounts did indeed have a good day

I think it is. I think it's a step towards resolving what has been a huge crisis and that's what's led all of the volatility on Wall Street. One day, you look at your portfolio and its up like today, you could look at your portfolio. Another day, and it's down bid if this helps smooth out the volatility that we've seen on Wall Street lately. I think that is a big step in in a in the right direction really for the American investor and the American consumer

so thanks for helping us out with us who who wear from CNBC global headquarters tonight. Now we turn to health news and a staple of so many American families in the news. There's a new study out tonight in consumer reports. It's about Apple juice and specifically what Senate test found arsenic in samples of ordinary store bought Apple juice and some of the levels they found a raising concerns about the risk of cancer. Our report here tonight from NBC's Tom Costello

it's yet another warning about potentially troubling levels of arsenic in both Apple and great choose inorganic arsenic has been linked to skin at long and bladder cancer. Consumer reports tested 88 you samples and found 10 percent of total arsenic levels higher than the limit of the FDA's sets for drinking water that limit is 10 parts per billion. But for 154pound adult, not a child

kids have much smaller weight select smaller bodies. They don't need that much to reach their daily arsenic. When it's a day. Some of the best known brands in America have or sick in their Apple juice.

It was just two months ago that the doctor I show raised similar concerns about arsenic and Apple Jews at the time, the FDA question those findings

but the sum total of that Davis says that that the arsenic. We have in in the US Apple juice suppliers that is at very low levels at levels that don't cause that's to be concerned

the FDA says it would be concerned of arsenic levels exceeded 23 parts per billion. On the today show this morning, the juice industry noted only one consumerreports sample for grape juice exceeded that level

the juices are safe and the industry is committed to meeting whatever science based standards the FDA sets if FDA scientists decide that the science justifies changing standard. The industry will need it.

Because kids drink so much. Apple juice. Consumer reports is calling for a new national standard on arsenic levels in Jews not to allow those levels to exceed 3 parts per billion. And that would be considerably less than the current standard for water, which is 10 parts per billion. And the FDA now says it's considering a new standard that will reduce consumers exposure to arsenic in Apple juice too many parents that just makes sense.

the question how much arsenic is too much. No one is calling for parents to stop giving their children Apple juice. The issue really is about setting new tougher standards.

and that the trouble is that the results really varied at different levels of arsenic not only be tween brands. A federal judge has gradually been granting Hinckley longer visits to his parents home in a gated community in Williamsburg, Virginia, about a hundred miles from Washington. Now he and his doctors are seeking much longer visits lasting up to 24 days each, eventually allowing him to live in Williamsburg, as a mental hospital out patient in court today. Government lawyers strenuously argued against it. Thankfully, they said, has a long history of deceptive and secretive behavior in court documents, the Justice Department says his conduct reveals significant risk factors for future violence. But as Hinckley listen today. His lawyers said. In eight years of visits. There's never been a hint of risky behavior. As for the bookstore browsing the lawyer said lack of candor about attending a movie does not make him dangerous Hinckley began the visits to both his parents by his father died three years ago, and his mother turns 87 next month. Government lawyers say Hinckley zone brother Scott has called it debatable whether Williamsburg is the best place for him. Scott Hinckley declined to talk about it today.
