今天是第24个“艾滋病日”。1981年世界报告首例艾滋病病例至今，在短短30年间，艾滋病已肆虐全球，夺去2500多万人的生命。近日，国务院防治艾滋病工作委员会召开会议，审议并原则通过了《中国遏制与防治艾滋病行动计划（2011-2015年）》。中国疾控中心性病艾滋病预防控制中心主任吴尊友说，这将是一场非常艰难的攻坚战。

当前我国艾滋病感染几乎波及所有人群，60岁以上“艾滋老人”和20出头的“艾滋学生”数量逐年增加，同性性传播特别是男男传播快速上升。专家分析指出，艾滋病疫情已由高危人群向一般人群扩散。

中国疾控中心性病艾滋病预防控制中心提供的数据显示，2005年至2010年，在艾滋病病毒感染者中，60岁以上男性由483人逐年递增至3031人，所占比例由2.2%扩大为8.9%；在艾滋病病人中，60岁以上男性由237人增至2546人，所占比例由5.4%扩大为11%。

吴尊友指出，由于生活水平提高，健康状况改善，老年人尤其是老年男性的性活跃年龄在延长，退休之后仍精力旺盛，再加上丧偶或伴侣没性趣等原因，一些老年男性会去寻求性服务。这些老人往往选择比较隐蔽的低档暗娼，且不使用安全套，感染艾滋病的风险很高。

近年来，随着检测面的扩大，学生人群报告感染者人数显著增加。今年1至10月，新报告学生感染者和病人1252人，占学生历年累计报告数的21%。学生中，特别是20至24岁男大学生，近两年报告感染者数增加明显。

同性恋人群感染进一步上升，在今年报告病例总数中已占到13%。男男性行为人群感染率增加明显，在西南个别地区甚至达到20%以上。

吴尊友说，当前艾滋病感染群体更加分散，已不再是集中在人们所说的吸毒人员等高危人群中。在综合医院检查救治的病人中，发现的新病例越来越多。今年1至10月，医院在对病人进行术前检测时，新发现感染者和病人6733人；到医院其他科室就诊检测的，又新发现感染者和病人17160人。由于感染涉及的人群范围更广、更分散，落实防治措施、减少新增感染的难度加大了。

陈竺：局部地区疫情严重

在第24个艾滋病日到来之际，卫生部部长陈竺就我国的艾滋病防治工作接受了新华社记者的专访。

累计报告43万例

问：当前我国艾滋病疫情整体形势如何？

答：截至2011年10月底，我国累计报告艾滋病病毒感染者和病人434459例，其中病人166207例、死亡88223例。2011年1至10月报告感染者45749例、病人30303例、死亡16338例。

根据卫生部和联合国艾滋病规划署、世界卫生组织联合评估结果，截至2011年底，估计我国现存活感染者和病人约78万人，其中病人约15.4万人；2011年新发感染者约4.8万人，因艾滋病相关死亡约2.8万人。

我国艾滋病疫情总体形势向好。从全球来看，我国的感染者和病人数约占全球的2%，仍属于低流行国家。

传播途径以性为主

问：艾滋病传播速度、传播途径、人群分布及地域分布等方面出现了哪些新特点？

答：从整体疫情看，依然呈上升趋势，但增速减缓；艾滋病感染者发病进入高发期，死亡人数增加。

从传播途径看，转为以性途径传播为主，并且持续增高。

从人群分布看，吸毒人群感染率下降，男男性行为者上升；各年龄段人群均有报告，但以老年男性和青年学生上升较快。

从地域分布看，局部地区疫情严重。四川布托县、昭觉县，新疆伊犁哈萨克自治州，云南瑞丽市、陇川县等地方感染率超过1%，已属高流行地区。

2015年控制人数120万

问：近年来，党和国家对防治艾滋病采取了哪些积极措施？

答：党中央、国务院历来高度重视和关心艾滋病防治工作。我国出台了一系列艾滋病防治法规和政策措施。今年，将要下发第三个《中国遏制与防治艾滋病行动计划》。中央财政加大了防治经费投入，近年来，中央财政艾滋病防治专项经费投入进一步加大，2007年为9.4亿元、2008年10.7亿元、2009年12.2亿元，2010年增加到20.7亿元、2011年增加到22亿元，地方财政也在逐步增加财政支持力度。

问：我国在“十二五”期间将如何推进艾滋病防治工作？

答：“十二五”期间，我国艾滋病防治工作目标是减少艾滋病新发感染、降低艾滋病病死率、减少社会歧视、提高感染者和病人生存质量，到2015年将艾滋病感染者和病人数控制在120万人左右。据新华社
