Working conditions vary widely. Social workers often divide their time between face to face contact with clients and completing assessments, case studies, plans and reports. 第一条　为了加强国家货币出入境管理，维护国家金融秩序，适应改革开放的需要，制定本办法。

第二条　本办法所称国家货币，是指中国人民银行发行的人民币。

第三条　国家对货币出入境实行限额管理制度。

中国公民出入境、外国人入出境，每人每次携带的人民币不得超出限额。具体限额由中国人民银行规定。

第四条　携带国家货币出入境的，应当按照国家规定向海关如实申报。

第五条　不得在邮件中夹带国家货币出入境。不得擅自运输国家货币出入境。

第六条　违反国家规定运输、携带、在邮件中夹带国家货币出入境的，由国家有关部门依法处理；情节严重，构成犯罪的，由司法机关依法追究刑事责任。

第七条　本办法由中国人民银行负责解释。

第八条　本办法自一九九三年三月一日起施行。一九五一年三月六日中央人民政府政务院公布的《中华人民共和国禁止国家货币出入国境办法》同时废止。

加拿大的汇率制度与外汇制度



一、加拿大的汇率制度

加拿大实行浮动汇率制度，加拿大元汇率水平由市场供求决定，加拿大政府和加拿大银行均不以维持加拿大元特定汇率水平为目标。浮动汇率制度是加拿大货币政策框架的重要组成部分，加拿大银行认为实行浮动汇率制度有助于经济对外部冲击进行调整以及更好地传导货币政策。

二、加拿大的汇率管理

（一）加拿大外汇市场干预的目标

1998 年9月之前，加拿大对外汇市场实行系统性干预，以减轻加拿大元显著的升值或贬值压力。1998年9月开始加拿大干预政策转变为在异常情况下对外汇市场进行介入。目前，加拿大仅在外汇市场严重缺乏流动性或加拿大元汇率走势严重威胁经济长期增长时才考虑干预外汇市场。

加拿大银行最后一次干预外汇市场影响加拿大元汇率是在1998年9月。有时，加拿大会与其他国家合作对外汇市场进行联合干预。如2000年9月，加拿大银行曾与欧洲中央银行、美联储、日本银行、英格兰银行联合对外汇市场干预以支持欧元汇率。

（二）加拿大外汇市场干预的方式

加拿大银行希望减缓加拿大元的贬值时，将在市场上买入加拿大元、卖出外汇（主要是美元）。由于这种外汇市场干预会造成加拿大元的短缺，加大利率上升压力，加拿大银行同时会向金融体系再存入（Redeposit）相同规模的加拿大元进行冲销操作。相反，如果加拿大银行希望缓解加拿大元的升值，加拿大银行将在市场上卖出加拿大元、买入外汇。为冲销卖出加拿大元对利率产生的下降压力，加拿大银行同时会向金融体系收回相同规模的加拿大元。

（三）加拿大外汇市场干预的执行机构

加拿大银行代理加拿大政府负责实施外汇市场干预。加拿大银行进行外汇市场干预的资金来源于外汇资金账户（Exchange Fund Account）中政府持有的外汇资金。

（四）加拿大外汇市场干预的信息披露

加拿大银行进行外汇市场干预后，会在加拿大银行网站上发布公告。外汇市场干预的规模可通过加拿大政府每月有关国际储备的官方信息中获取。

三、加拿大的外汇制度

加拿大对跨境交易限制较少。进出口项目下，进口特定农产品、特定濒危物种、天然气、原子能材料和装备、特定军事装备、以及特定药物须取得进口许可；资本项目下，投资加拿大的广播、电信、交通、金融、渔业和能源产业存在特定限制。
