新华网北京２月１２日电（记者张旭东）２月６日至１０日，国务院总理温家宝在中南海主持召开五次座谈会，听取社会各界人士对《政府工作报告（征求意见稿）》的意见和建议。温家宝说，政府工作必须反映人民群众的切身利益和要求，报告征求意见的过程，必须成为发扬民主、倾听人民群众意见的过程。写好报告还不是目的，按照人民期盼和要求的方向去做，让人民满意，才是根本目的。
与会各界人士表示，一年来，面对复杂多变的国际形势和艰巨繁重的改革发展任务，党中央、国务院带领全国各族人民，同心同德，锐意进取，巩固和扩大应对国际金融危机成果，改革开放和现代化建设取得新的重大成就，“十二五”开局良好。大家畅所欲言，就《报告》稿的修改和进一步做好政府工作提出意见和建议。温家宝认真记录，一一回应，或介绍情况，或回答问题，座谈会互动交流，气氛活跃。
在各民主党派、全国工商联负责人和无党派人士座谈会上，周铁农、蒋树声、陈昌智、严隽琪、桑国卫、万钢、韩启德、林文漪、黄孟复和袁驷就财税体制、行政管理体制、收入分配制度和垄断行业改革，基本公共服务均等化、保障性安居工程、知识产权保护、小微企业发展等经济社会重大问题，作了经过深入思考、充分准备、富有针对性的发言。
周铁农说，当前垄断行业改革明显滞后，造成不公平竞争，成为加快转变经济发展方式亟待解决的关键问题之一。他建议《报告》稿增加深化垄断行业改革的内容，提高各级领导干部的认识，回应人民群众的呼声。黄孟复说，要明确时限，抓紧出台贯彻落实鼓励和引导民间投资健康发展的“新３６条”配套政策。对垄断行业和相关公共服务等领域，应该合理规定民间资本准入门槛。
温家宝说，推进垄断行业改革是经济体制改革的重要任务。与此相适应，是要促进民间资本进入金融、能源、交通和社会事业等领域，这不仅能缓解经济发展的困难，而且能够推进整个事业的发展。“新３６条”没有落实，民间资本进入就遇到玻璃门、弹簧门。今年上半年一定要把实施细则制订出来。
在专家、学者座谈会开始时，温家宝说，为便于讨论，我先谈一下思考的几件事，和大家交交心。第一，要用改革的办法破解难题。无论是经济结构性问题，还是分配不公问题、反腐败问题，都得靠改革、靠制度性建设才能从根本上加以解决。第二，要把民生问题解决得更好。物价、房价、收入分配等都是群众最关心的。我们的报告要更贴近群众，就要努力把这些问题解决好。第三，如何应对今年的经济困难。有两个途径非常重要：一是支持实体经济，特别是支持小微企业发展。二是放活民间资本，支持民营企业发展。这条路非常宽广，潜力巨大。这方面如果没有很大的魄力，就不能很好地破解当前的难题。座谈会上，洪银兴、陈东琪、贾康、李强、蔡昉、谢家瑾、叶檀７位学者着重就保增长稳物价、保障房筹资机制、资源税改革、加强“三农”、民间资本准入、民间金融监管等提出了建议。
