本报讯 据人民网消息，缅甸政府与该国最强大的反叛组织“克钦族独立军”长达17年的停战协议于去年6月被打破。近几周来，双方又发生冲突，随着冲突的升级，导致数万名缅甸难民离家北上，越过中缅边界，涌入中国境内。

谈判尝试一再被交战打断

一拨拨难民令克钦族叛军与政府军持续数十年的冲突再次进入人们的视线。目前，登盛领导的名义上的文职政府正努力使缅甸摆脱国际孤立，外交官们认为，冲突为这种努力投下了一道阴影。

美国和欧盟都主张缅甸政府解决与少数族裔武装组织的冲突，并将此列为解除制裁的关键条件之一。几十年的冲突迫使数十万村民背井离乡，人权团体指控，缅甸军方犯下了很多虐待行为，包括强奸、强迫劳役和酷刑。

1月中旬，缅甸政府与克伦族叛军达成了里程碑式的初步停火协议，与掸族、钦族等其他民族的反叛团体也达成了类似的协议。但是，与克钦独立军的谈判尝试，一再被持续的交战打断，尽管登盛曾在去年12月初下令军方停火。早前的报道称，军方宣称自己是在自卫，反击克钦独立军的攻势，而克钦方面的代表则称，克钦独立军的基地和周围地区无端受袭。

4万名难民涌向中缅边境

一名在缅中边境处理难民问题的克钦族代表最近表示，交战已停止，但双方都还没有撤军，这意味着，“难民们还不能回家”。

援助组织的中国工作人员表示，近日来难民人数“大幅上升”。正向难民提供救济服务的中国非官方组织在一份声明中表示：“自2012年1月1日以来，克钦地区持续的武装冲突已导致约4万名难民涌向中缅边境，其中有2.5万人已经越过边境，在云南寻求庇护场所。”

在靠近中缅边境的盈江县，援助组织一工作人员表示，当地有大约4万名难民，其中仅盈江县就有2万人，“几乎都是老弱妇孺，还有孕妇和正在哺乳的女性。”许多难民住在临时的难民营里，其他人在边境两侧的学校和村庄里找到了临时的容身地，还有几千名难民在森林里流浪。

缅甸新政府面临最大挑战

缅甸政府与缅中、缅泰边境其他少数族裔反叛团体的和谈进展良好，但政府与独立军的冲突可能不利于缅甸就说服欧美国家取消对缅制裁一事所做出的努力。欧盟和美国都以缅甸政府同少数民族武装组织达成和平协议作为取消制裁的前提。

外交官们表示，克钦的冲突可能是登盛面临的最大挑战。甚至连缅甸政府的首席谈判代表昂当也说，克钦邦的和平可能要花3年才能实现。

克钦独立军已成为“缅甸最难以对付的一支叛乱力量。考虑到它的地理位置、军事实力和政治圆滑度，克钦独立军可能削弱新政府的各项努力，并在军事上和经济上构成显著威胁”。

■ 新闻背景

克钦族

缅甸的克钦族与中国的景颇族是同一民族，同族不同称。中国境内的景颇族有12万余人，据20世纪70年代的统计，在缅甸的克钦族总数约56万人。缅甸的克钦族主要居住在克钦邦山区，瑞丽江流域、掸邦山区以及景栋地区，在印度阿萨姆邦那加西部山区也有少量克钦族居住。

据史籍记载和民间传说，克钦族起源于青藏高原，是南迁的氐羌族群的一支后裔，中国史书上记为“寻传蛮”和“峨昌蛮”。

克钦独立军

克钦独立军组建于1961年2月5日，当时，缅军中的一支以“早丹”等三兄弟为首的少数民族军来到缅北克钦地区，宣布成立了“克钦独立军”，并且成立了独立的“克钦政府组织”和“克钦政党”。克钦独立军是缅甸国内老牌的反政府少数民族武装，当地人多称其为“山兵”，部队主要沿用英国军队的管理体制和教练方法。

1987年5月，缅甸国防军对克钦独立军进行了历史上最大规模的围剿。1989年3月，缅甸国内最大的反政府武装“人民军”瓦解，克钦独立军在武器等方面断了重要来源，形势对克钦军不利。于是决定与政府进行停战谈判，1994年2月24日，双方达成停火协议，缅政府承认其为“克钦邦东部第一特区”。
