据新华社电 昂山素季领导的缅甸全国民主联盟5日通过审批重新注册为政党，意味着这个自2010年底失去政党资格的政治团体可以参加今年4月1日举行的议会补选，争夺空缺的48个议席。昂山素季当天接受媒体采访时拒绝透露她本人是否作为民盟候选人参选，但民盟一名发言人对媒体做出肯定回答。

身份合法化

昂山素季5日告诉媒体记者，当天，民盟正式获得审批，成为合法政党，当天立即生效。

外界分析，民盟重新注册为政党后的第一大动作可能是参加联邦议会和省邦议会空缺议席补选。

缅甸前年11月举行多党制全国选举后，因部分当选议员加入内阁，自动失去议员身份，由此腾出总计48个空缺议席，其中联邦议会人民院40席，民族院6席，省邦议会2席。

参选少悬念

在接受多家外国媒体采访时，昂山素季不愿透露自己是否参加补选。

“我现在不很确信，是不是该参加这次选举（补选）。”昂山素季接受英国广播公司采访时说。

但民盟发言人年温肯定地告诉美联社记者，昂山素季是民盟参选补选的候选人之一。

民盟定于本月9日开始吸收新党员。联邦选举委员会规定，参加补选的候选人必须在1月16日至31日间完成登记注册手续。

一些西方媒体认为，民盟重获参选资格，意味着民盟可能由此再度成为“主流政治体系中的一个派别”。

不过，美联社说，这次补选只有48个席位，即便将这些席位全部收入囊中，民盟在联邦议会中的实力依旧薄弱。缅甸联邦议会人民院总计440席，民族院224席。

黑格访缅甸

西方媒体5日扎堆采访昂山素季，缘于当天晚些时候她将在仰光会面到访缅甸的英国外交大臣威廉·黑格。按法新社说法，黑格是半个多世纪来第一位访问缅甸的欧洲部长级外交官。

黑格在出发前告诉英国媒体记者，此行意在“鼓励缅甸政府继续改革道路、传递英国方面愿意支持缅甸改革进程的立场”。

英国广播公司援引黑格的话报道，缅甸外交部长吴温纳貌伦已向他承诺会进一步释放在押的政治相关人员。
