中广网北京1月3日消息（记者肖志涛 刘乐）据中国之声《新闻晚高峰》报道，1月1日到2日，中共中央政治局常委、国务院总理温家宝到湖南省湘潭市和株洲市，深入企业、建筑工地、居民社区和农贸市场，调研经济运行，看望慰问干部群众，向大家致以新年问候。期间，他还专程前往株洲电力机车有限公司考察并发表即兴讲话。这也是“7·23”甬温线特大铁路交通事故调查报告公布后，温家宝总理首次在公开场合就机车安全问题发表讲话。他在鼓励科技人员和干部职工继续创造新业绩的同时，特别强调，必须始终把安全和质量摆在第一位。

株洲电力机车有限公司主要生产电力机车、城轨车辆、城际动车组三个产品系列。温家宝先后来到机车事业部、车辆调试车间和总成车间。了解企业发展和核心部件生产情况，他登上组装好的列车，仔细查看列车质量。在视察之后，他在车间里对广大科研人员和干部职工发表了即兴讲话。他说，我们刚刚严肃处理了甬温线特大铁路交通事故。这起事故教训了我们，使我们更加坚定信心，更加负有责任感，更加懂得要付出努力才能使中国的高铁事业获得安全、健康、持续的发展。

温家宝：我们在调查和处理事故的时候，就明确提出，不仅要查清事故的原因，而且要追根溯源，查明产生事故的一些体制、机制、和技术管理上存在的问题。现在摆在我们面前的任务还是很艰巨的。中国的铁路事业要发展，中国的高铁事业要发展，我同你们一样感到身上肩负责任的重大。

温家宝说，生产一定要重视源头管理，要加强科学设计，一丝不苟，每个环节、每道技术都不应该出问题，也不允许出问题；不应该犯错误，也不允许犯错误。同时还要重视过程管理和人才管理。

温家宝：在整个制造过程中要十分重视质量，始终把安全和质量摆在第一位。要重视人才的管理，因为列车的制造、机车的制造都是靠人，设计图是人制作的，零部件是人制造的，检验是人把关的，技术是人掌握的，安全和质量离不开人。产品如人品，有什么样的人品就有什么样的产品，而人品当中最为关键的是极端负责，精益求精，一丝不苟。这需要有无私奉献的精神。

他还强调，要重视服务管理，列车出厂后，售后服务要跟上。要密切跟踪列车运行检查和列车各种部件的质量，一旦发现问题，就要立即改正。

温家宝最后说：我相信中国技术人员和工人是有志气的，是有能力的，是不怕挫折和困难的，是奋发有为的。你们一定会通过不懈的努力再次创造新的业绩，使中国的铁路事业和高铁事业走上安全、健康、可持续发展的道路，为人民造福，为国家赢得荣誉！
