死亡率100的疾病:中国发展仍处在战略机遇期

　　当前，世界经济总体趋于低迷，发达国家市场需求进一步萎缩，新兴经济体增速放缓，国际贸易增长趋紧。请问：在国际前景趋于迷茫的视域下，中国发展的“战略机遇期”是否仍然存在？

　　统计数据显示，今年第三季度7国集团和“金砖5国”的进口总额环比下降1%，出口增长1%，但增幅远低于第二季度。受高债务、高失业率困扰，美国第三季度进口下滑2.7%，出口增速下降至2.5%。受欧洲债务危机扩散影响，德国、法国和意大利的进出口均出现不同程度的下降。相比较而言，中国的出口下滑尤为严重，第三季度经常项目顺差额同比下降43.5%。因此，在社会上出现了一些担忧和疑虑：中国发展的“战略机遇期”是否仍然存在？

    何谓“战略机遇期”

　　在党的正式文件中，“战略机遇期”一词最早出现在党的十六大报告。报告提出，“综观全局，21世纪头20年，对我国来说，是一个必须紧紧抓住并且可以大有作为的重要战略机遇期”。时隔不到10年，党的十七届五中全会通过的“十二五”规划建议，又着重指出“综合判断国际国内形势，我国发展仍处于可以大有作为的重要战略机遇期”。这为中国转变经济发展方式、全面建设小康社会所处的历史阶段定下了基本格调，也是推进当前中国各项工作的战略背景。

　　从方法论的认识角度而言，“战略机遇期”是一个基于客观存在而又见之于主观思维的时间范畴。其客观存在，是说国内外经济、政治、军事、文化等方面的存在状态及未来走势；其主观思维是一种基于对一个时期内国内外形势的总体把握、系统考量和综合判断而得出的具有全局指导性、长远决定性的判断，即为战略。

　　因而，这一概念的内涵即战略的本质，也就是具有全局指导性、长远决定性。一旦作出战略部署，战略的基本方针在短时间内是不会变化的，其基本内容在短期内也不需要调整。如果理解不了这一点，我们就有可能由于时空的、短暂的、间歇的、非决定性的变化，对于我们以前所作的决策产生疑惑甚至动摇，从而干扰了我们的视线，懈怠了我们的工作，这样得不偿失。相反，我们只有坚定信心，善于在迎接挑战、化挑战为机遇的过程中把握规律，不动摇、不懈怠、不折腾，才能抓住历史所赋予的机遇，朝着既定的目标不断前进。

　　战略这一概念的外延，即机遇的内容，会随着形势的变化而不断变化，比如被添加、被置换、被更替，从而不断被赋予鲜活的时代气息和崭新的发展面貌，进而呈现出广阔的发展空间。机遇是不断变化和发展着的，也是转瞬即逝的。对于外延的正确理解，有助于认清和明确内涵的分量与作用，从而更好地了解、认识中央的决策，为“十二五”期间转变经济发展方式，实现经济社会又好又快发展作出应有的贡献。

　　简言之，可以将“战略机遇期”通俗解释为：国际国内各种客观与主观因素综合作用形成的，能为一个国家或地区经济社会发展提供良好机会和境遇，并对其历史命运产生全局性影响的某一特定历史时期。
