九十年代中期，一本叫《中国可以说“不”》的畅销书在中外都产生了影响，它所表达的民族主义情绪受到不少批评，有一篇批评文章发问道：中国什么时候对美国说过“是”？四九年以后我们就“一边倒”，从来没有屈服于美国，因此现在说“不”就不是什么国力强大后与美国的分庭抗礼，而是老调重弹，这种调子弹多了，对中国进入世界文明主流没有什么好处。

这篇文章的大致观点是可以成立的，但如果说我们从未对美国说过“是”，就与史实有异了。

一九四三年九月一日，周恩来在政治局会议上说：我们的外交以美为主、英为次，美英对我们也有些帮助。如新四军事件，许多消息能立即发到美国去。(参见P111)

一九四四年七月四日，是美国一百六十八年国庆，毛泽东要胡为《解放日报》写一篇社论，题为《庆祝美国国庆──自由民主的伟大节日》，文中谈到美国革命、独立，对华盛顿、杰弗逊、林肯等人在世界自由民主运动中的影响颇为赞许，对美国评价很高。“没有一句批评美国的话”(P88)。

也是在这个七月，美军观察组到延安，“毛主席对美军观察组的到来格外重视。延安机场非常简陋，在美军观察组到来之前，只偶尔用一下，大飞机起降很不安全。为保证美军观察组安全抵达，毛主席亲自草拟了一分电报，详细说明了机场的情况，包括规模、走向以及各种标记”(P335)。八月十五日，《解放日报》发表社论《欢迎美军观察战友们》，“战友们”这一亲切称呼是毛亲自加上的。

一九四五年底，马歇尔来华斡旋国共冲突，中共对他印象很好，当时传说毛泽东要去苏联养病，美国人十分敏感。为此，毛要周恩来带话给他：“我要出国首先要去美国。”(P88)

毛主席对马歇尔的态度始终非常慎重，从未听到毛主席说过马歇尔的坏话，即使后来我们与美国当局的关系很坏了，也没有说过他个人什么。“(P429)
