新中国成立前后，美苏从各自的战略出发，先后调整对华政策。1950年1月美国总统杜鲁门的声明以及斯大林对中国态度的变化，微妙地反映出当时的形势。

杜鲁门实施“离间计”

早在1948年，即蒋介石在国共内战中败象已露的时候，美国就开始调整对华政策，限制对国民党的援助，并聚焦于“阻止中国变成苏联的附庸”。特别是毛泽东访问苏联以后，美国当局担心中苏结成同盟，便加紧实施离间策略，其策略之一就是有意让中共占领台湾，以换取中国对苏联采取疏远政策。

1950年1月5日，美国总统杜鲁门发表演说：“美国对台湾和其他任何中国领土没有掠夺性意向。美国目前无意在台湾获取特别权利和特权，或建立军事基地。美国亦无意使用武力干预现在局势。美国政府将不遵循足以使之卷入中国内争的方针。同样，美国政府将不向台湾的中国军队提供军事援助或建议。”

斯大林迫不及待示好

就在此前3天，中苏之间因争论是否废除旧约、签订新约而形成的僵局刚刚打破，莫斯科做出了让步。对于美国人的诡计，敏感的斯大林心知肚明，立即采取了对策。为了赢得毛泽东的好感，《真理报》自1月5日起连续5天把第一版报道兄弟国家的栏目留给了中国，其中4天被列为头条。

1月6日晚（莫斯科时间），维辛斯基拜会毛泽东，通报可以满足中共关于购买航空汽油和请苏联帮助修复小丰满水电站的要求，同时建议中国发表一个声明，否认前国民党政府代表继续为安理会中国代表的合法地位；如果联合国不接受中国的意见，苏联将拒绝出席安理会。毛泽东当即表示同意。

毛泽东的应对策略

对于斯大林迫不及待地表现出来的友好姿态，中共自然接受无疑，但对于杜鲁门有意说给中国人听的声明，毛泽东采取了什么态度呢？

1月11日，正在前往莫斯科途中的周恩来向毛泽东报告说：上月，美国驻上海副领事蔡斯通过民主人士史良的丈夫陆殿栋传话，表示美国国务院远东政策研究室主任杰塞普“愿与新中国政府作非正式接触，地点在香港，如新中国政府有非正式代表在港，愿与见面”。

周恩来认为：“原则上以不理为好，如有接触容易暴露我攻台湾的弱点”，并拟采取两个措施：一是“完全不理”。一是“另行侦察”，即在政务院财政经济委员会外资企业局局长冀朝鼎去香港处理国民党政府在港机构资财和人员时，如杰塞普到香港并试图见面，可以与其接触，以便侦察和麻痹他。如何办理，周恩来请毛定夺。

1月14日毛泽东明确答复：“在目前的时期对于美国伸出的触角应当置之不理”。同时，毛泽东还谈到已经采取的“征用北京美国兵营及在上海接收美经合署物资的办法”，其目的是“刺他一下，或可推迟和美国建立外交关系的时间”。毛确定的方针是，“除非美国学英国办法自动宣布无条件承认”——毛认为“这种可能性也是有的”，“我们不应当和他过早建立外交关系”。

这充分反映了毛泽东当时的对美态度，即决不能让美国有任何机会破坏正在形成的中苏同盟关系，更不能刺激斯大林那敏感的神经。
