中美国防部举行年度防务磋商旨在管控风险、避免误判

新华网北京12月7日电（记者　熊争艳　梁淋淋　杨依军）  由中国人民解放军副总参谋长马晓天和美国国防部副部长米歇尔·弗卢努瓦共同主持的第12次中美国防部防务磋商7日在北京举行。本轮磋商旨在扩大两军共识、管控风险、避免误判。

“按照我们去年在华盛顿的约定，这次防务磋商如期在北京举行，表明我们双方都有共同的意愿，愿意充分利用这个平台加强沟通，增进了解，扩大共识保持两军关系的稳定。”马晓天说。

在为期一天的闭门磋商中，中国国防部和外交部相关官员与来自美国国防部、国务院、参联会、美军太平洋司令部、海军、空军的官员就两军关系、美售台武器、共同安全挑战以及其他国际和地区问题“深入地交换了意见”，并重申了中美军事关系对于维护中美共同安全，管控危机和预防风险的重要性。

分析人士表示，此次磋商是美国于9月宣布总额达58．52亿美元的对台军售后，中美两国国防部的首次接触。

马晓天在磋商中表示，中美在各领域拥有广泛的共同利益，负有共同的责任。中美合作所产生的影响已经超越中美双边关系，将辐射影响到亚太地区乃至全球。

“多年来，中方一直对发展中美两军关系持积极态度，并为之作出了不懈努力。建立健康稳定的中美两军关系符合两国的共同利益，有利于增进中美战略互信；有利于维护中美共同安全；有利于管控危机和预防风险。”马晓天说。

1月，时任美国国防部长的罗伯特·盖茨访华，5月，总参谋长陈炳德成功访问美国；7月，时任美军参联会主席马伦实现访华。两军高层的频繁往来成为中美两军交往史上不多见的一幕。

然而，美国9月宣布对台售武再次重挫两军关系，“发展－停滞－再发展－再停滞”的怪圈再次因军售问题重现。

马晓天指出，美方对台售武、限制两军交流的相关法案和美舰机对华高频度抵近侦察是两军关系发展的主要障碍。他敦促美方着眼两国两军关系发展的大局和双方的共同利益，尽早采取措施排除障碍，推动两军关系健康稳定可靠地向前发展。

弗卢努瓦完全赞同马晓天关于美中两国两军关系的看法，她强调关于“美中冲突不可避免”的观点是完全错误的。

她说，一个健康、稳定、可靠持续的美中两军关系对于维护双方共同安全利益、保持亚太和平稳定、共同应对挑战具有重要意义。

中国军事科学学会副秘书长罗援认为，尽管中美军事关系因为美国对台军售等问题受到影响，双方仍能维护这一机制，如期举行例行工作会晤，说明双方对两军交往的高度重视，并为恢复交往势头做了许多工作。

罗援说，作为亚太地区两个重要国家，中美需加强就双方安全关注和战略意图的对话，以增进互信、维护地区稳定。

中美国防部防务磋商机制始于1997年。该机制已成为两国防务部门加深了解、增进互信、加强交流与合作的重要渠道之一。
