between the Rep of Rwanda and the PR China,

Your Excellences Ambassador and High Commissioners

Distinguished Ladies & gentlemen

Let me start by thanking Ambassador Shu Zhan for organizing this reception to remember and cerebrate 40 years of the establishment of diplomatic relations between the Peoples Rep of China and the Rep of Rwanda. 

I thank you also Ambassador for kindly inviting me to be here and share in the joy of this occasion.

1.Today is an important day in the life of our relationship ……..  a relationship now 40 years old…..a relationship that is mature and has been characterized by sincere friendship; mutual understanding and support based on trust and common purpose. I wish therefore on behalf of the GoR to congratulate our two Peoples and to wish all the best to the Government and people of the Peoples Rep of China.

2.As we mark this important milestone in the relations of our two countries we also look back and draw lessons from our dialogue. Forty years ago the standard of living of an ordinary Chinese was not different from that of an ordinary Rwandan. Today the situation is very much different. The reason for this difference is that the Chinese people developed and supported a development-oriented leadership that has over the last 30 years moved over half a billion Chinese citizens out of poverty and put them in middle income category. This is unprecedented in human history and is lesson # 1 for us in Rwanda. Lesson # 2 is the solidarity of the Chinese people towards the African wellbeing from China’s time of independence 62 years ago. We must remember that as China struggled to stand on her own as a free nation her sons and daughters shared what little they had with Africa that was struggling for her own freedom and nationhood. This is a historical fact that the people of Rwanda and indeed the whole of Africa remember.

3.At the bilateral level; Rwanda appreciates China’s steadfast technical support over the years in different rural development sectors, particularly health, education and agriculture, especially after the 1994 genocide when it was most needed.

4.Rwanda has on her part supported China in many international fora especially on her just One-China policy; and will continue this support till China is peacefully re-unified. This is borne out of our deep conviction that there is only one China.

5.And so it is gratifying to note that since 1971; our people have deeply engaged each other and built bridges of confidence and understanding and this has yielded mutual benefit to their well-being.

6.As we embark on a new decade towards half a century of relations between our two countries, Rwanda looks forward to working closely with China to further consolidate our cooperation and scale up activity in areas of common interest.

7.We shall deepen our engagement at bilateral and multilateral level especially within the China Africa Cooperation (FOCAC) framework where the Government of Rwanda will continue to play her constructive role.

8.Our cooperation will particularly accelerate as our private sectors come into play to benefit from business opportunities our governments work so hard to facilitate. In this regard it is gratifying to note that serious Chinese investment is setting station in Rwanda. Government of Rwanda will continue on reforms to improve on business environment and invite our sisters and brothers from China to come and work here.

9.China being the world's biggest developing country and Africa with the largest number of developing countries it is inevitable that we are going to see enhanced level of cooperation between China and Africa particularly within the framework of the China-Africa Strategic Partnership established in 2006 during the Beijing Summit.  

10.Let me end my remarks by assuring the Government and people of Peoples Republic of China of the commitment of the Government and the people of Rwanda, to continue strengthening our friendship for the mutual benefit of our people.

And now Ladies and gentlemen, Please join me in a toast to the ever-lasting friendship between Rwanda and China, and to the good health of everyone present here.

卢旺达外交与合作部长露易丝?穆希基瓦博

在庆祝中卢建交四十周年招待会上的致辞

尊敬的舒展大使阁下，

尊敬的各位大使和高专，

女士们、先生们，

首先感谢舒展大使组织这次纪念和庆祝中华人民共和国和卢旺达共和国建交四十周年招待会。

同时，感谢大使阁下的盛情，邀请我来与你们共享盛事的喜悦。

今天是我们两国关系发展史上具有重要意义的日子，刚才大使阁下在致辞中提到，四十岁，在中国称作“不惑之年”，那么，经过四十年的历程，卢中关系也日趋稳定，彼此相互信任，相互支持，共同发展，逐步建立起真挚的友谊。借此机会，我谨代表卢旺达政府向两国人民表示热烈的祝贺，并向中国政府和人民致以最良好的祝愿。

当我们隆重纪念两国关系具有里程碑意义的日子之时，我们也要回顾两国交往，从中汲取教益。四十年前，普通中国人的生活水平跟卢旺达平民相差无几，而今却大不相同。原因在于，中国人民选择并支持引领发展的领导核心，三十年间竟有伍亿多人民摆脱贫困，跻身中等收入阶层。这在人类历史上是绝无仅有的，也是值得我们卢旺达学习的第一点。我们须铭记在心的第二点是，中国人民自62年前新中国成立之日起，就与非洲人民休戚与共，帮助非洲人民谋福祉。我们怎能忘记，当中国自身尚在为国家自立而艰苦奋斗之时，其儿女便倾其所有，支持非洲国家争取自由和建国。这是卢旺达人民乃至全体非洲人民都难以忘怀的历史事实。

在双边关系方面，卢方赞赏中方在农村发展各方面、特别是在卫生、教育、农业等领域数十年如一日给予的技术援助，特别是在1994年大屠杀之后卢旺达亟需帮助之时。

在许多国际场合，卢方坚定支持中方，特别是支持其正当的“一个中国”政策，并仍将继续支持中国的和平统一大业。世界上只有一个中国，这一点我们深信不疑。

我们欣喜地看到，自1971年以来，两国人民不断加深相互了解，彼此间架起了理解与信任的桥梁，双方都从中得到了实惠。

在我们即将跨入新的十年，两国友谊迈向半个世纪之时，卢旺达愿与中国继续携手努力，不断深化和扩大双边合作。

我们愿在中非合作论坛的框架下，不断发挥卢旺达的建设性作用，继续深入发展双边及多边交往。

近期，我国政府加大了对私营企业投资的扶持力度，他们的积极参与，将大大加快我们之间的合作。我们高兴地看到，中国人真心诚意地到卢旺达兴业。卢旺达政府将继续进行改革，不断改善经营环境，诚邀中国兄弟姐妹们前来投资兴业。

中国是世界上最大的发展中国家，非洲是发展中国家最集中的大陆，我们自然要提升中非合作水平，特别是要加强2006年中非北京峰会确立的中非战略伙伴关系。

最后，我想告诉中国政府和人民，卢旺达政府和人民决意一如既往地增进惠及两国人民的友谊。
