国考被指存在严重就业歧视 岗位全设置年龄门槛

　　本报讯（记者陈荞 李秋萌）昨天，中国政法大学宪政研究所发布《2011年国家公务员招考中的就业歧视状况调查报告》。报告显示，调查的2011年国家公务员近万个岗位，全部存在健康歧视和年龄歧视，此外招考还在政治面貌、性别、户籍、地域等方面存在歧视性要求。

　　岗位全设年龄门槛

　　本次调查选定中央国家机关和人民代表大会、人民法院、人民检察院、妇女联合会、残疾人联合会、工会六个部门的公务员招考标准作为调查对象，并对其招考简章中是否存在歧视性要求，以及相关法规规章是否存在制度性歧视进行了调查。

　　据介绍，就业歧视主要体现在性别、民族、社会身份、残障、健康、政治面貌、年龄、身体特征等八个层面。调查显示，2011年中央国家机关公务员招考所涉及的9762个岗位中，存在制度性的健康歧视和年龄歧视的规定，两种类型的就业歧视比例均为100%。

　　报告举例说，中国民航空中警察总队系统支队科员的92个职位，均要求“28周岁以下”，但中国政法大学相关专家认为，没有任何科学数据可以证明28周岁以上的人士无法胜任民航空中警察总队系统支队科员的职务，因此其将年龄限定在28周岁以下不仅存在随意性，也构成了年龄歧视。

　　性别歧视较为严重

　　报告显示，在公务员招考中，除了规范性法律文件造成的健康歧视和年龄歧视外，政治面貌歧视、社会身份歧视和性别歧视也比较常见。

　　要求报考人员须为中共党员或共青团员的职位，占总职位数的19.1%。性别歧视也比较严重，占总职位数的15.6%。再次是社会身份歧视，占11.5%。在社会身份歧视中，最为严重的是户籍歧视和地域歧视，占到85%。此外，身体特征歧视占到0.4%。

　　调查发现，国家公务员招考在保障公平就业方面有一些积极的变化。比如，原来比较常见的“五官端正、形象气质佳”等要求已经不复存在，放宽了某些疾病的判断标准，放宽了部分警察职位对身高、特征、视力等身体特征的限制，放宽了对于高学历人士和特定岗位报名年龄限制等等。
